James M. Speyer
James M. Speyer is an expert in the strategic analysis of energy and environmental issues with more than 35 years of consulting experience.
Mr. Speyer advises financial institutions, coal companies, electric and gas utilities, independent power companies, and other Fortune 500 companies on strategic planning, mergers and acquisitions, restructuring under competition, fuel procurement, valuation of gas and coal-fired power projects, contract litigation, and compliance with environmental regulations. He has assisted in multiple litigation matters and has testified for the U.S. Congress, Federal and State Courts, and State Public Utility Commissions.
From 2001 to 2009 Mr. Speyer was the head of Charles River Associates Energy and Environment Practice. From 1979 to 2001 Mr. Speyer was the head of Putnam, Hayes, and Bartlett’s Energy Practice. Prior to Mr. Speyer’s consulting career, he was the Director of the Office of Coal and Utility Policy at the Department of Energy from 1978 to 1979, Senior Staff member of President Carter’s White House Energy Staff from 1977 to 1978 and Director of the Office of Policy Planning at the Environmental Protection Agency from 1972-1977.
